Protests, taking place throughout the country, have negatively affected the economy and the ability of schools and clinics to function. While this is regrettable, protestors are fighting for a government that is more accountable, more responsive, and that invests in the people rather than enriching themselves. Without that, nothing will change for the better. High level leaders hide while sending out the security forces, who as demonstrated by Amnesty International, have committed abuses on numerous occassions. Thoughout Haiti's modern history, peacekeeping forces have come and gone. The transition to a smaller, more politically focused mission has thus been a careful one and goes into effect on October 16th. The aim is to address the underlying issues that contribute to poverty and instability. These issues are inherently political - corruption, lack of accountability, poor governance, and failure to show leadership on important issues such as environmental degradation and disaster risk reduction and response which will only get worse due to climate change. On Thursday, April 13 the United Nations Security Council is expected to pass a resolution extending the mandate of MINUSTAH for a final six months, during which its 2,370 military personnel will phase. After, a smaller mission of 1,275 police officers will focus on training the Haitian National Police. The International Crisis Group's (ICG) latest report "Governing Haiti: Time for National Consensus" examines the Haitian government's efforts to convince its own people, donors and potential investors that progress and stability are achievable. The report emphasizes the need for good governance, consensus building among the elites, effectively implemented poverty reduction strategies and strengthened rule of law. The International Crisis Group (ICG) recently released a report summarizes the challenges that the Haitian government has faced in rebuilding Port au Prince and facilitating resettlement of the internally displaced. Chief among these challenges has been the lack of a formal land tenure system. While several communities have developed their own local solutions to land ownership, a strategy from the central government is needed. ICG notes that this will require political will, creativity, and consensus. To put off resettlement further is to put off a transition to development.
Each year, the U.S. State Department Bureau of Democracy, Human Rights, and Labor is mandated to release country specific human rights reports that address individual, civil, political, and worker rights, as set forth in the Universal Declaration of Human Rights. The 2010 Human Rights Report for Haiti, attached and copied below, indicates much remains to be done. Protecting human rights is a critical element of governance and one which the new administration must take on as institutions and infrastructure are reformed and reconstructed. Protecting human rights will help Haiti become a country that is more fair and just for the whole population, not just the rich and powerful.
Stability alone may not be sufficient for sustainable development in Haiti, but it is a prerequsite. One of the ongoing challenges to stability in post earthquake Haiti has been the escape of 4,500 hardened criminals from prison, many of whom were associated with gang violence, drug trafficking, and kidnapping. On January 12th at 9:00, PBS Frontline will air a special on the efforts of the Haitian National Police to aprehened the escapees and efforts to establish a functional justice system. The RAND Corportation has produced a report that convincingly argues building the Haitian state should be central to reconstruction efforts. This includes the development of skilled, trained, and properly organized government personnel and management systems within and across Ministries. The report suggests that, at least through the medium term, the Haitian government should contract out health and education services, monitoring and regulating but providing no direct services itself. It also notes the importance of developing the capacity and accountability of the Haitian National Police. A summary is copied below and the full report is attached.
As we get closer to May, the rains will become more frequent and intense. Even brief rainfall to date gives an indication of how vulnerable the displaced in Port au Prince are to flooding and mud-slides. Some, such as the displaced at the Petionville Golf Club are being relocated to the hastily prepared Corail-Cesselesse site 15 km north of Port au Prince. Six other sites require urgent evacuation before the rainy season. Other sites can be made safer with engineering interventions. Disturbingly, hundreds sheltering at the National Stadium were reported to have been forcibly removed. Close coordination and rapid action are urgently needed to protect the displaced from the upcoming rains.
The 2010 Haiti Donors’ Conference concluded yesterday. The last such conference was held almost a year ago under very different circumstances. This was very much an international event with Brazil, Canada, the European Union, France, and Spain actively engaged. Over 130 nations, NGOs, and other organizations participated. Fifty nine pledged 9 billion, of which 5 billion will be for 2010 and 2011 – provided that these pledges actually become contributions which is not always the case. As Phillipe Matieu of Oxfam puts it, “…pledges need to turn into concrete progress on the ground.
