Protection

The U.S State Department has releaed its 2021 Trafficiking in Persons (TIP) reports.  Haiti is "Tier 2" country meaning it is falling short in many areas.  The economic downtown, political instability, and conflict increased vulnerability.  Of note, the government did not make efforts to combat child domestic slavery with estimates of the number of restaveks in Haiti as high as 300,000.  The number of street children has likely increased and "orphanage entrepeneurs" continue to operate unlicensed shelters as profit-making enterprises.  The concrete steps Haiti could take to improve prevention and response are laid out in the Haiti section of the report copied below. 

On February 13th, a fire killed thirteen children and two adult caretakers at a "children's home" that the U.S based Church of Bible Understanding supported in Haiti.  I want to be clear that there are some faith-based groups doing heroic work for health, education, and social justice in Haiti.  There are, however, as many unscruplous organisations who see children as a way to fund-raise salaries, overhead, while providing little for the kids themselves.  Orphanages are money-makers and thus are plentiful, numbering oven 700.  Many of these children are abused and exploited in the name of God and money. If these organisations were really interested in helping, they would make familly planning available so parents have no more children than they want or can afford, would support families to take care of the children they already have, and expand adoption/foster networks for children who have no family to take them in.  The church refuses to comment on the allegations of children who have come forward to say they were abused.  The full article by AP journalists Michael Weissenstein and Ben Fox follows. 

Last month, the U.S. State Department released the 2014 Trafficking in Persons Report.  As in previous years, the report noted serious shortcomings in the Haitian government's efforts to prevent and respond to human trafficking.  There is some good news, though - in 2014 the Haitian government enacted a law to criminalize human trafficking which is a welcome and much-needed step.  The country narrative for Haiti follows below.  

The UN has released its 2014 Humanitarian Action Plan for Haiti. While 89% of camp residents have moved out and significant progress has been made against cholera, significant challenges remain such as halting environmental degradation and reducing vulnerability to disasters.  The plan focuses on meeting the basic needs of those remaining in the camps, addressing the cholera epidemic, increasing food security, and strengthening the leadership and capacity of national authorities.  A summary of the plan follows.

Most agree that efforts to protect the safety, dignity and rights of the most vulnerable populations (women, children, the disabled, the elderly, etc.) in post earthquake Haiti could and should have been more effective. Women and children are still vulnerable to a range of protection threats including sexual abuse/exploitation and human trafficking.  Interaction, an advocacy group for American non-governmental organizations (NGOs) has released two reports, on improving protection and on preventing and responding to gender-based violence (GBV) respectively.  Both are thorough, well thought out, and are copied below.
